The political bloc «Our Ukraine» in the person of Viktor Yushchenko and the Bloc of Yulia Tymoshenko in the person of the Head of the Bloc Yulia Tymoshenko, further «the Parties», presenting the respect towards the Ukrainian nation will and following its wish to live in the sovereign, prosperous, democratic Ukraine have concluded this Treaty on uniting their energies into the Coalition «The Power of the People»
In 1991 Ukraine had restored its political independence, joined the world community as a sovereign state and got the opportunity to take a decent, leading position among the countries of Central and Eastern Europe.
A number of the newly formed states that had no better starting conditions comparing to Ukraine joined the cohort of the most developed European countries in 2004. They have achieved the high standards of the well-being, established democracy and strengthened their independence. Ukraine having been for 13 years independent still finds itself in the deep system crisis. We are under the threat of the further pauperization of the population, the authoritarian regime strengthening, and the loss of the state sovereignty.
Mighty criminal clans have monopolized political and economical life of Ukraine. They have reduced the authority to the instrument of their plans of the greedy enrichment implementation. More than two thirds of Ukrainian population live in poverty while the income of oligarchs reaches the astronomical numbers. A half of the economy is in the shadow sector and the most profitable strategic branches of industry are in hands of the corrupted clans in power. Rural area is degrading. Small and middle businesses are strangled by the pressure of taxes and extortion.
Unreasoned criminal reforms of agricultural sector and the land privatization lacking the appropriate preparation have resulted into a new serfdom. Peasants having been not provided with the agricultural technical equipment are forced to give their land shares for rent to businessmen that are not interested in the complex development of the agriculture. The rural way of life is being ruined totally, the dignity of a farmer as well as national moral and national traditions are becoming degraded.
People who have to constitute the basis of the civil society – teachers, engineers, doctors, and cultural workers – have found themselves at the social bottom. They are forced to leave their low-paid jobs and sell goods at markets. Qualified medical care is inaccessible for many of them. Talented young people go abroad looking for better opportunities. Pensioners have a miserable return for decades of their working and even do not expect for return of their savings lost because through the authorities’ fault.
State machinery is corrupted and honest office employees have no opportunity to participate in the cardinal decisions of the authority. They are fired as soon as they show any signs of an independent thinking and disobedience concerning criminal intentions of their bosses.
The military service has been discredited. The Attorney’s Office, the SSU, the Taxation Administration and the police have become «the roof» for criminal clans and work to dirty order for the destruction of the authorities’ opponents. Those representatives of the law-enforcement authorities that have preserved their professional honour and human dignity are not able to resist criminals in the state full-dress uniform. Courts declare decisions and sentences ordered by the regime and criminals, honest judges are being persecuted and morally exhausted in different possible ways.
The democratic rule of the law does not work in Ukraine and most of the constitutional rights of citizens are not being secured.
Nearly all of the mass media are under the control of the oligarchic clans. They spread false and untrustworthy compromising information about political opponents of the regime.
In spite of the fact that there were no wars or epidemics the population of Ukraine has decreased by about five millions of citizens. The death rate, which is higher in many regions than the birth rates, is a real threat for the Ukrainian nation existence. Seven millions of Ukrainian workers work abroad having left their most fertile soils in Europe. The division of the Ukrainians into Eastern and Western, left-wing and right-wing made up by the Soviet regime is becoming deeper and artificially preserved because language and religious disunion of the nation is advantageous for the oligarchic authority. The biggest crime of the present regime is that it has given enormous movable and immovable capitals to the handful of the rich making millions of Ukrainians to live in misery.
1. Why did it happen?
It has happened so because old bureaucracy that is not able and does not want to serve to the nation and to work efficiently in the national interests is still at the helm of State. State independence has been apprehended by them as an opportunity to use the power with impunity and irresponsibility for their personal enrichment at the cost of millions of their “subjects” without rights.
In the Parliamentary election-2002 Ukrainian people had given the vast majority of their votes to the opposition political parties and blocs struggling against the present authority. However, the regime has used bribery and deception, fabrications and intimidation in order to disregard the will of the nation and changed the composition of the Parliament according to its authoritative plans.
The present authority has lost the national trust irrevocably. It feels the approaching of its unavoidable break-up and strives to save itself at any cost. Even if it will require to pay in people’s lives and the state sovereignty loss our criminal and egoistical authorities are not going to stop!
Democratic forces under the support of the Ukrainian nation have to stop them!
We have the real chance to win the future election. If the democratic forces do not use this chance, do not unite, do not put the interests of Ukraine above their own interests, yield to the temptations of the present regime or show weakness under its pressure they will bear responsibility for that to the Ukrainian people and the history.
We are uniting today in order to stop the destructive processes and to restore Ukraine, in order to establish the democratic, just state on the legal foundations.
Aiming at the nation uniting we declare the common program of our native land Ukraine restoration. The first step of this program will be the victory of the Coalition single candidate Viktor A. Yushchenko in the election of the President, which will take place on October 31, 2004.
The future President of Ukraine does the responsibility to support the forming of the new majority of People’s Deputies in the Verkhovna Rada of Ukraine and the new Government forming as it is envisaged in our Treaty by the strength of his moral authority, honesty and convincingness of the Ukraine’s restoration program, the program of the democratic social state based on the legal foundations establishment, by the providing of the new cadre policy.
2. Program of the Coalition Joint Actions «People’s Victory Manifesto»
We commit ourselves to all that lay in our power for the nation’ s life improvement, for the establishment of the state independence and the deserved democratic standards. The main stages of the «People’s Victory Manifesto» implementation are:
2.1 Uniting the people around the idea of justice for everyone, liquidation of all the obstacles on the way to honest work for the better prosperous life and morality and spirituality raising. We shall put an end to the separation of our nation into the East and the West of the country, into the left-wing and the right-wing, into the Russian-speaking and Ukrainian-speaking citizens. Ukrainian people will be indivisible and united. We shall provide conditions for the languages and traditions of all the national minorities living in Ukraine preservation. We shall together raise from the ruins and form the positive image of Ukraine in the world.
2.2 Implementation of the qualitative new program of the unemployment overcoming. The forming of the new working places will be the main concern of the government. We shall make the whole state machinery to work for the unemployment overcoming and shall return citizens of Ukraine back from the foreign countries where they are engaged into the humiliating odd servitude.
2.3 Providing of the condition under which labour will be the most valuable good. During the next five years wages and salaries in Ukraine will reach the average rate of European countries.
2.4 Establishing of the just pension maintenance of citizens. Pensions will be significantly higher for those who selflessly has been working all his life but not for those who has got a high payed job during the last years before the pension as a result of the social contacts or illegally solicited the status of an office employee. The pension provides necessary living the same way as the wage does while a person works actively.
2.5 Repayment of the savings lost. Renewal of justice in the charging and division of dividends for the small joint-stock companies.
2.6 Separation business from the authority. Capital will work only in the economic sphere, and politics will be formed by moral and intelligent people. The authority will not provide the super profits for the industrial-financial corporations. We shall make authoritative bodies to look in the face of people. We shall put an end to the political-financial clans existence in Ukraine and their impact upon politics.
2.7 Full reorganization of the taxation system. It will not bear elements of violence and suppression. We shall stop activities of punitive structures formed by the Taxation Administration in order to serve for the whims of the authority. The illegal taxation extortions will stop their existence. The way for the free privilege crediting of small and middle businesses will be open.
2.8 Construction of the independent, just, free of corruption and open for every person system of justice that will become the main pillar of all the realms of the nation’s life full reconstruction.
2.9 Providing the independent financing of medicine, accessibility and the high quality of the medical services for every Ukrainian. Ukrainians will not have any financial problems while getting medical support and doctors and medical workers will not fill themselves suppliants but a part of the world medical elite.
2.10 Providing of the spiritual, intellectual and patriotic education for children and youths. All children independently of their parents financial possibilities will have opportunities to obtain the higher education. Education will be rescued out of the gulf of destitution and abandonment. Ukrainian education system will have back its high position in the civilized world.
2.11 Renewal and development of hi-tech branches of industry that should be the basis for Ukraine’s participation in the world jobs markets. Ukrainian producer protection and advancement of his goods in the international markets will be the priority of our economical policy.
2.12 Arranging the land ownership and use. Land will be the property of citizens of Ukraine who live here and work on it. We shall put an end to the serfdom, the wild capitalism in the countryside and shall provide the sufficient amount of the available for every farmer finances for farming. Domestic agricultural production will be stimulated by the system of privileged crediting and substantial support.
2.13 Arranging the realm of privatization. The process of enterprises and state property privatization will be under the control according to its legality. Honestly acquired property will enjoy the reliable protection of the Law.
2.14 Establishing of the strict state control over the activities of the fuel and energy complex enterprises. This will allow arranging tariffs rates on energy carriers, public utilities, prices for petrol and diesel fuel. Oil- and gas transporting will stay as a state property. We shall not allow their assignation into the private concession as well as the private guidance of them of any kind. This branch will be effectively and professionally guided by the state.
2.15 Renewal of the social justice towards miners. Ukraine has been provided more than for the next 400 years with its own rich reserves of coal. We shall free the coal mining industry from the clan slip-knot and shall turn it into the mighty, well-developed and respected branch of industry. Miners will not perish in the plundered and ruined mines and the wages of them will be worthy their hard work and will be paid in time.
2.16 Mopping-up the force structures from the corruption and the criminal connections. The law-enforcement bodies will undergo the full reform and will be socially protected. The leading positions will be occupied by honest and highly qualified officers.
2.17 The real political reform will take place leading to the Amendments to the Constitution that will envisage an exclusive right of the Ukrainian nation to form the state authority. The local governing bodies will act on the basis of democratic foundations uniting interests of different regions and districts with the general state development interests. Division of plenary powers between different branches of the authority will be of such kind that that its openness and harmony, the impossibility of abuse will be obvious for the Ukrainian society and the world audience. Decency and morality will get the determining principles in all the spheres of politics.
2.18 Independent functioning of the mass media guarantee and elimination of the impact of the authorities on them as well as the impact of the politicized capital. Nobody will manipulate the minds of Ukrainian people any more. The time of honest and highly qualified journalists having the Truth and the Justice as their main life precepts will come.
2.19 Stopping the Ukrainian Army ruining, raising its fighting efficiency, reliable social protection system for service men and reservists forming. The army will be professional and well equipped, able to defend the nation from the military threat of any kind. The obligatory call to military service will be cancelled. Army service will be based on the contract basis. Cadre military men getting their discharge from the Armed Forces will get dwelling and the social guarantees sufficient enough for the new profession training and the adaptation for the civil life.
2.20 The main trends of the foreign policy of Ukraine are the protection of rights and interests of Ukrainian citizens, Ukrainian state and Ukrainian economy.
The active foreign policy should correspond to our national interests. Renewal of Ukraine’s authority on the international scene as a reliable and successive partner.
3. Basis of the Coalition «The Power of the People» Formation.
3.1 The Coalition «The Power of the People» has been formed by the political Bloc «Our Ukraine» and the political Bloc of Yulia Tymoshenko.
3.2 In order to provide the Coalition activities the Presidium of the Coalition and the Coalition Coordinative Committee have been formed. The decisions of the Coalition Presidium and the Coalition Coordinative Committee are obligatory for by both Parties.
3.3 The membership of the Coalition Presidium includes the leaders of the political Blocs-members of the Coalition. The decisions of the Coalition Presidium are adopted by consensus.
3.4 The Coalition Coordinating Committee includes representatives of the Coalition members, seven in number from the political Bloc «Our Ukraine” and three in number from the Bloc of Yulia Tymoshenko. Personal membership of the Coordinating Committee is approved by the Presidium. The decisions of the Coalition Coordinating Committee are adopted by consensus.
3.5 The Coalition can be widened at the expense of new members joining as a result of the corresponding decision approved by the Presidium and the Coordinating Committee. New participants of the Coalition will have the same rights and obligations as the founders of the Coalition
3.6 For the coordinating purposes in the Parliament and the principal issues voting the Coalition forms the interfactional union “Strength of the nation” in the Verkhovna Rada that unites factions of the Coalition members.
3.7 For the purpose of the political activities of the Parties on the regional level the regional, municipal and district coordinating councils of the Coalition are formed.
3.8 Declarations and decisions of the Coalition are signed by the leaders of the Coalition members.
4. Organizational and administrative support of the program goals of the Coalition implementation
4.1 All the members of the Coalition aim their political, organizational, cadre, informational and material-technical potential at the victory in the Presidential election and the immediate implementation of the coalition tasks after the victory.
4.2. Cadre policy of the Coalition is based on the foundations of the professionalism, patriotism, state sovereignty strengthening and the social control.
4.3. The Parties will be charged with the selection of personnel for positions on all the levels of the state administration system in proportion to the last parliamentary election results achieved. New members of the Coalition participate in the selection of the personnel for positions on all the levels of the state administration system. Redistribution of quotas to the right to participate in the selection of the personnel will be accomplished according to the single for all the members of the Coalition principle.
4.4. The Coalition will define the list of positions including the position of the Prime-Minister of Ukraine, candidates for which will be proposed by the Presidium of the Coalition on the basis of the decision by consensus, and will present its candidatures for the Verkhovna Rada approval.
4.5. In order to renew the independency and the objectivity of the national TV and Radio companies the Coalition members together determine the foundations for the situation normalization on the electronic mass media market.
5. Main principles of campaign
5.1 The main tasks of the Coordinating Committee as a political body of the «The Power of the People» Coalition are the efficient campaign conducting and the presidential election winning by the Candidate’s of the Coalition.
The main functions of the Coordinating Committee:
• coordination of the political activities of the Parties in the campaining process during the election of the President of Ukraine in 2004;
• expert and deliberative activity in order to support the candidate of the Coalition during the election of the President of Ukraine in 2004;
• organizational administering of the Coalition candidate election campaign and co-ordinating councils in regions;
• general management of the interfactional union «The Power of the People» activities in the Verkhovna Rada of Ukraine.
The leader of the Coordinating Committee is Victor Yushchenko, the Deputy Chairman is Yulia Tymoshenko.
The Coordinating Committee determines and approves: (1) strategic and main tactic tasks of the Coalition candidate election campaign, the plan of the campaign, its main stages as well as mechanisms and technologies of their implementation; (2) total budget of the election campaign at the President’s of Ukraine election, concrete tasks for every member of the Coalition; (3) estimates for the projects (programs) that are to be implemented by election headquarters; (4) decision making; (5) formation of headquarters and deliberative structures.
Every member of the Coordinating committee is appointed to certain regions and bears personal responsibility for the work being done there.
5.2 Functions of the election campaign co-ordination on the regional level are performed by the corresponding regional, municipal and district coordinating councils, consisting of the Coalition members. During the election campaign the coordinating councils of all levels are strictly subordinated to the Coordinating Committee.
5.3 The Coordinating Committee appoints a Coordinator or a Deputy Coordinator for every co-coordinating council.
5.4 Coordinating Committee members that are personally appointed to the regions cooperate with the present Party infrastructure, information resources (mass media), means of information spreading and delivery, agitation and propaganda potential for providing the victory of the Coalition «The Power of the People» candidate.
5.5 The Coordinating Committee determines the task of each of the Coordinating Committee members and provides financing and material-technical support of these tasks realization as well as controls their appropriate fulfillment. In order to accomplish the control over the election campaign finance resources the Auditing Commission has to be formed and the membership of it has to be approved by the Presidium. The Auditing Commission audits and approves estimates of headquarters and inspects financial resources use on all the organizational levels. The Auditing Commission monthly renders a report for the Presidium.
We unite for stopping the destructive processes that have enveloped our Motherland through the fault of the authorities.
We unite in order to build democratic Ukrainian state with legal foundations and to unite the Ukrainian nation around the idea of the justice for everyone. We declare the Program of the joint actions of the «The Power of the People» Coalition aimed at the restoration of Ukraine.
The first step of our program realization will be the winning of the Coalition «The Power of the People» candidate Victor A. Yushchenko in the election of the President of Ukraine on October 31, 2004.
We declare our readiness to assume the power into our own hands and commit ourselves to realization of the joint program of Ukraine’s purification from the criminal clans, corruption and political gangsterism, from injustice and shame.
We need a year for the consequences of the criminal-political clans rule liquidation.
We need two years to lead the nation to the new stages of development and to guarantee common people jobs, education, medical aid, stable material remuneration and pensions.
We need five years to turn Ukraine into the mighty, prosperous democratic state, the future leader of the Central European region.
Until now in Ukraine there was no highly qualified patriotic team that would implement the program of Ukraine restoration and the democratic Ukrainian state on the legal foundations building. Today we have such a program. There are also the political team and its leader who can achieve those goals and assume the whole responsibility for the future of Ukraine.
We ask for the God’s blessing and our nation’s support for the victory!
